Instructions

 

Major Event (1000 or more in attendance) - A pre application meeting 90 days prior to the event is required. Call (520) 382-2600 to schedule. Application submittal is required 60 days prior to the event.

Minor event (less than 1000 in attendance) - Application submittal is required 15 business days prior to the event.

Information about special event permits and submittal requirements can be found online using information resources www.maranaAZ.gov/special-event-permit and Title 10, Chapter 10-6 Special Events of the Marana Town Code.  

  • Applicants can submit electrically using this application form along with all attachments as guided by this form. 
  • Applicants shall provide additional information within five business days of a request for additional information.
  • The application and review status can be viewed through Permit Tracker, our On-line Application & Information System, utilizing the permit search menu. 
  • Notice of correction or approval will be communicated via email to the applicant listed on the application.

Fee information can be found on the online at maranaAZ.gov/finance. An invoice will be provided by email to the applicant for payment. Payment can be made in the form of credit card, cash or check payable to the Town of Marana.

Section A - Event Information

If your daily attendance is expected to be 1,000 or more, a crowd management plan is required. 

The International Fire Code (IFC) requires trained Crowd Managers to be present at an event with 1,000 or more people and one Crowd Manager per 250 attendees. This can include trained volunteer, contracted security, police officers or other first responders.

Section B - Alcohol

Will you sell alcohol during your event?

A Liquor License application must be approved by the Arizona Department of Liquor Licenses and Control. Applications must first be submitted to the Town of Marana at least 30 days prior to your event.

Section C - Traffic Control

Will signs and/or barricades be placed in the Town's right-of-way? Town right-of-way includes streets, medians, sidewalks, landscaping areas and generally the area between the sidewalk and the street.

A Traffic Control Plan must be submitted for review and acceptance.

The Traffic Control Plan shall be prepared by a certified barricade company. The Traffic Control Plan shall indicate any lane closures, vehicle/pedestrian traffic control, detour routes and directional signs. The Traffic Control Plan shall indicate the times and periods for closure of any public facility (street, sidewalk, alley, parking lot). Notice of any closure must be posted a minimum of 72 hours prior to the event with devices that conform to the Manual on Uniform Traffic Control Devices (MUTCD). Complete closures require notice with the use of electronic message boards 72 hours in advance. 

An ADOT Permit (with 60 days advanced notice) may be required on certain streets (e.g. I-10 Frontage Road).

Section D - Assistance from Town of Marana

Do you need Marana Police assistance for traffic control or security?

If off-duty officers are being utilized for security, identify the number of officers in the security plan and as part of the crowd control managment, if applicable.

Section E - Site Plan/Event Map

A site plan showing your event layout is required to be uploaded in Section G of this application for review. The site plan will show the property location in relation to surrounding properties and clearly identify the area to be used for the event.

Additional event details can be included on your site plan or submitted as a separate event map based on the event complexity. Clearly identify the event entry/exit, pedestrian travel, parking areas, vending areas, stages and other principal features of the venue.

If temporary off-site parking areas are to be used, applicant must also attach a Parking Layout and Circulation Plan.

Section F - Vendors or Service Providers

Will you have any third party vendors?

All vendors must have a Marana Business License. This includes any company hired by the organizor to provide a service associated with the event, such as DJ, rental services, games, food, retail, etc. 

All food vendors must provide evidence of a passed fire inspection within the preceding 12 months and a current Pima County Health Department permit.

Special Event Permit Agreement and Acknowledgment

Applicant shall indemnify, defend, save and hold harmless the Town of Marana and its officers, officials, agents, and employees (hereinafter referred to as "Indemnitee") from and against any and all claims, actions, liabilities, damages, losses, or expenses (including court costs, attorneys' fees, and costs of claim processing, investigation and litigation) for bodily injury or personal injury (including death), or loss or damage to tangible or intangible property caused, or alleged to be caused in whole or in part, by the negligent or willful acts or omissions of Applicant or any of its owners, officers, directors, agents, employees or subcontractors. This indemnity includes any claim or amount arising out of or recovered under the Worker's Compensation Law or arising out of the failure of Applicant to conform to any federal, state or local law, statute, ordinance, rule, regulation or court decree. It is the specific intention of the parties that the indemnitee shall, in all instances, except for claims arising solely from the negligent or willful acts or omissions of the Indemnitee, be indemnified by Applicant from and against any and all claims. It is agreed that Applicant will be responsible for primary loss investigation, defense and judgement costs where this indemnification is applicable. In consideratioin of permission to hold the event, Applicant agrees to waive all rights of subrogation against the Town, its officers, officials, agents and employees for losses arising out of or resulting from the event. If Applicant is acting on behalf of an organization, Applicant certifies that he/she is the agent of the organization, is acting on the organization's behalf, and is duly authorized to execute this Agreement and Acknowledgment on the organization's behalf. Applicant further certifies that he/she has read and understands all the terms of this Agreement and Acknolwledgment on the organization's behalf. Applicant further certifies that he/she has read and understands all the terms of this Agreement and Acknowledgment, agrees that he/she shall be bound by its terms and conditions, and is of lawful age and legally competent to sign this Agreement and Acknowledgment. By signing below, Applicant acknowledges that he/she has read and agrees to abide by all terms, conditions, rules and regulations outlined in Chapter 10-6 of the Marana Town Code, including the requirements to provide a certificate of insurance and an additional insured endorsement evidencing insurance in the amounts and types determined by the Town and naming the Town of Marana as additional insured, if the event is being held on Town property. The Town's issuance of a special event permit shall constitute a written agreement or contract between the town and Applicant for purposes of insurance requirements. Applicant further acknowledges that depending upon the nature and location of Applicant's special event, additional permits may be required.

Application Infomation

A. A municipality shall not base a licensing decision in whole or in part on a licensing requirement or condition that is not specifically authorized by statute, rule, ordinance or code. A general grant of authority does not constitue a basis for imposing a licensing requirement or condition unless the authority specifically authorizes the requirement or condition.

B. Unless specifically authorized, a municipality shall avoid duplication of other laws that do not enhance regulatory clarity and shall avoid dual permitting to the maximum extent practicable. 

C. This section does not prohibit municipal flexibility to issue licenses or adopt ordinances or codes. 

D. A municipality shall not request or initiate discussions with a person about waiving that person's rights. 

E. This section may be enforced in a private civil action and relief may be awarded against a municipality. The court may award reasonable attorney fees, damages and all fees associated with the license application to a party that prevails in an action against a municipality for a violation of this section.

F. A municipal employee may not intentionally or knowingly violate this section. A violation of this section is cause for disciplinary action or dismissal pursuant to the municipality's adopted personnel policy. 

G. This section does not abrogate the immunity provided by section 12-820.01 or 12-820.02.

CHILDREN AMUSEMENTS TERMS AND CONDITIONS Jumping Castles/inflatables/children amusements must be provided by vendors approved by the Town of Marana. No personally-owned jumping castles/inflatables are permitted in Town parks. Town of Marana Parks and Recreation will provide a list of approved vendors upon request. I will have a jumping castle/inflatable/children amusements and I acknowledge and understand that I must use only Town-approved jumping castle/inflatable/children amusements vendors.
